    Parents’ Limited Right to Opt Out of the ELD Program
     
     Parents of ELs have the right to refuse certain, separate and specialized ELD services for their child.  A parent's decision to refuse programs must be informed and voluntary. The school district may not influence this decision in any way.  Parents must sign a form stating they elect to opt out of the program.
